Add polling rate toggle to mouse keybinding

a way to cycle or change between polling rates using mouse keybinds
different games perform vastly differently depending on polling rates, a quick toggle would be very helpful
windows also currently has a issue requiring polling rate to be temporary changed to a new value for a few seconds, so having a "refresh polling rate" bind that internally toggles between a new rate and your old rate would also be helpful
